Manual handling injuries rarely come from one dramatic lift. They build up from hundreds of awkward reaches, low lifts and overhead stretches, repeated week after week, on shelving that was specified for capacity rather than for how people would actually use it.
What the Manual Handling Operations Regulations Actually Cover
The Manual Handling Operations Regulations 1992 (as amended) place a duty on employers to avoid hazardous manual handling where reasonably practicable, and to assess and reduce the risk where it can't be avoided. Storage layout sits squarely inside that duty: shelf height, depth and item weight all affect how risky a lift or reach actually is, regardless of how sturdy the shelving itself might be.
Why Shelf Height Is a Manual Handling Issue, Not Just a Layout Choice
It's easy to treat shelf height purely as a space question: how many tiers fit in the available height. But the same layout that maximises storage density can put frequently picked items above shoulder height or below knee height, both of which sharply increase strain and injury risk, particularly for repeated or awkward-angle lifts.
The Reach Zones That Matter Most
HSE guidance built on the manual handling regulations generally treats the zone between roughly knuckle and shoulder height as the safest for frequent lifting, with risk increasing the further a lift moves outside that band. The heaviest, most frequently picked items belong in that zone. Lighter or rarely accessed stock can reasonably sit higher or lower, where the reach happens less often.
Frequency and Weight: Why the Same Shelf Height Isn't Equally Risky for Every Task
A shelf height that's perfectly fine for an item picked once a week can be a genuine risk for one picked fifty times a day. Risk assessment under the regulations has to account for frequency and weight together, not shelf height in isolation, which is why the same racking layout can be safe for one product line and risky for another stored right next to it.
